Cultural confidence represents a fundamental and profound force that sustains the development of a country and a nation. We must uphold Marxism, firm up and further build the ideal of Communism and a shared ideal of socialism with Chinese characteristics, and nurture and practice the core socialist values, while making continued and greater efforts to maintain the initiative and ensure we have our say in the realm of ideology. We must promote the creative evolution and development of fine traditional Chinese culture, see our revolutionary culture remains alive and strong, and develop an advanced socialist culture. We should cherish our cultural roots, draw on other cultures, and be forward-thinking. We should do more to foster a Chinese spirit, Chinese values, and Chinese strength to provide a source of cultural and moral guidance for our people.

Building an Ecological Civilization for Sustainable Development of the Chinese Nation
Building an eco-civilization is vital to sustain the Chinese nation's development. We must realize that lucid waters and lush mountains are invaluable assets and act on this understanding, implement our fundamental national policy of conserving resources and protecting the environment, and cherish the environment as we cherish our own lives. We will adopt a holistic approach to conserving our mountains, rivers, forests, farmlands, lakes, and grasslands, implement the strictest possible systems for environmental protection, and develop eco-friendly growth models and ways of life.We must pursue a model of sustainable development featuring increased production, higher living standards, and healthy ecosystems. We must continue the Beautiful China initiative to create good working and living environments for our people and play our part in ensuring global ecological security.
建设生态文明是中华民族永续发展的千年大计。必须树立和践行绿水青山就是金山银山的理念,坚持节约资源和保护环境的基本国策,像对待生命一样对待生态环境,统筹山水林田湖草系统治理,实行最严格的生态保护制度,形成绿色发展方式和生活方式,坚定走生产发展、生活富裕、生态良好的文明发展道路,建设美丽中国,为人民创造良好生产生活环境,为全球生态安全作出贡献。

Streamlining Party and State Institutions for Optimal Performance
Looking to realize the Two Centenary Goals and implementing both the Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy in a coordinated way, we have defined farsighted institutional strategies in this round of further reform of Party and state institutions, with the goal of establishing the basic framework of the setup and functions of Party and state institutions and achieving optimization, coordination and efficiency. Optimization means that the setup and functions must be well-conceived and rational, and power must be matched with responsibilities. Coordination means the need to balance central leadership and the delegation of power, and the need to address priority areas. Efficiency means good performance and smooth procedures.
这次深化党和国家机构改革,立足实现“两个一百年”奋斗目标,着眼统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局,作出具有前瞻性、战略性的制度安排,力争把党和国家机构设置和职能配置基本框架建立起来,努力实现党和国家机构职能优化协同高效。优化就是科学合理、权责一致,协同就是要有统有分、有主有次,高效就是要履职到位、流程通畅。
Modernizing Governance Systems and Capabilities
To modernize our national governance system and capacity we should adapt properly to the changing times, and reform outdated systems, mechanisms, laws and regulations, while building new ones to make our institutions in all respects more appropriate and complete and the governance of Party, state and social affairs more institutionalized, standardized and procedure-based. We should pay more attention to building our governance capacity, enhancing our awareness of the need to act in accordance with institutions and the law, and our skills in running the country with institutions and the law, transforming our institutional advantages into greater governance effectiveness, and enhancing the Party's capacity to govern in an effective and democratic way, and in accordance with the law.
推进国家治理体系和治理能力现代化,就是要适应时代变化,既改革不适应实践发展要求的体制机制、法律法规,又不断构建新的体制机制、法律法规,使各方面制度更加科学、更加完善,实现党、国家、社会各项事务治理制度化、规范化、程序化。要更加注重治理能力建设,增强按制度办事、依法办事意识,善于运用制度和法律治理国家,把各方面制度优势转化为管理国家的效能,提高党科学执政、民主执政、依法执政水平。
In the spirit of “leaving a mark in the iron tools we clutch and footprints in the stones we tread”, we should resolve problems with force and tenacity as a hammer drives a nail, and ensure that all major reform measures are implemented to the letter. We should have the courage to break new ground and try out new experiments, and at the same time, make active yet prudent efforts to advance reform swiftly and steadily. In so doing, we will strike a balance between promoting reform, pursuing development, and maintaining stability. We must advance reform and opening up in the right direction, on the right course, and with consistent force, so as to steadily promote reform and opening up in the new era.
我们要拿出抓铁有痕、踏石留印的韧劲,以钉钉子精神抓好落实,确保各项重大改革举措落到实处。我们既要敢为天下先、敢闯敢试,又要积极稳妥、蹄疾步稳,把改革发展稳定统一起来,坚持方向不变、道路不偏、力度不减,推动新时代改革开放走得更稳、走得更远。
